Regional Capital Conflict Panels

This project has been created to handle conflict of interest cases in those Indigent Defender districts which have a staff office, thereby creating a conflict in multiple defendant capital cases.  It provides attorneys, a fact investigator and a penalty phase investigator in each case.  Extraordinary experts, such as psychiatrists, forensic experts and the like are not provided but must be funded through the local board or other sources.
