Minutes of the Board Meeting

Members Present: Risley C. Triche, Chair; Thomas A. Casey, Vice-Chair; Addison K. Goff, IV (by phone); Robert McLeod (by phone); and Donald Phelps.

 

Ex Officio Members Present:  James E. Boren, Anthony Champagne and Henry Walker.

 

Staff Present:  Jelpi P. Picou, Jr.

 

Guests Present:  Craig Colwart; Tilden Greenbaum; Ken Rodenbeck; John Simmons; and George Steimel.

 

Call to Order and Opening Remarks.  The meeting was called to order at 10:30 a.m. by the Chair, who welcomed members to the meeting of the Indigent Defense Assistance Board; roll call demonstrated that a quorum was present. 

 

Review and Approval of 2000-2001 Budget.  Prior to staff presentation of the 2000-2001 budget for board approval, the Chair recounted his meeting with the LaPDA.  Chief among the topics was future District Assistance Fund distributions.  Mr. Walker and Mr. Champagne pointed out that district indigent defense board budgeting is difficult without knowing the amount of LIDAB money.  Mr. Rodenbeck, chief public defender for the Ninth JDC, and Mr. Greenbaum, chief of trials for the Orleans Indigent Defender Program, agreed.  After discussion, the 2000-2001 budget was approved by unanimous vote.

 

Other Business.  There was a request that at the next board meeting, the board discuss  the OIDP/Orleans Capital Conflict Panel situation.  Mr. Simmons, chief public defender of the 22nd JDC, brought to the board’s attention that he had recently laid off five employees because of funding shortfalls.

 

Adjournment.  There being no additional business brought to the attention of the Board, the Chair entertained a motion to adjourn, which was seconded and passed without objection.
