Members Present: Risley C. Triche, Chair; Thomas A. Casey; Michelle Ghetti; Addison K. Goff; IV; Pike Hall; and Donald T.W. Phelps.

Ex Officio Members Present: Anthony Champagne and Henry Walker.

Staff Present: Jelpi P. Picou, Jr.

Call to Order and Opening Remarks. The meeting was called to order at 1:00 p.m. by the Chair, who welcomed members to the meeting of the Indigent Defense Assistance Board; a roll call demonstrated that a quorum was present.

Staff Report on Programs. Staff gave a year-end recap of the LIDAB budget and programs.

Legislative Overview. Staff presented enrolled HB2035, by which the LIDAB is mandated to provide funding for capital appeals and state post-conviction cases without a concomitant increase in the agency’s appropriation.

Fiscal Year 1999-2000 Budget. Staff presented a suggested budget for the upcoming fiscal year with a comparison of monies spent during the present year.

New Grant Requests. Staff explained that, in light of the provisions of HB2035, the LIDAB will be responsible for funding capital appeals and state post-conviction cases. A discussion ensued about the best method to accomplish the delivery of these services.

Other Business. No other business was discussed.

Adjournment. There being no additional business brought to the attention of the Board, the Chair entertained a motion to adjourn, which was seconded and passed without objection.
